Crystal and the Refugees were plot removed from the planet almost 2 years ago. Irad’toki had the refugees rehomed during the time Lanari led the invasion in Veles with DM Naia, though cant remember who was running the Republic at the time.
Crystal became a government official and the refugees were all rehomed on other planets to protect them. This the camp should no longer exist, nor the quest in any form.

Refugee populations can come from anywhere in the Galaxy, especially now during the Jedi Civil War
But it doesnt make any sense for it to be run by Crystal and the others either.
A veles colony rework has been in the works for a while now. It is a very large undertaking, so it has been slow. Though I am fairly certain Crystal won’t be on the streets and her quest is being removed with it.
I know it would take some dev attention, but replacing the quest with something more current may be nice, maybe a quest chain to help the refugees by a new NPC.
There could also be an exclusive quest from the knuckle dusters to help them oppress the refugees, if that’s what is wanted.
